That penultimate paragraph holds the core of my concern. Illinois getting an A- doesn't help the confiscator's cause, but A Ten Month Old Getting A License might, you see, if accompanied by the appropriate amount of handwringing.

Assuming your last paragraph wasn't meant to be rhetorical, the obvious answer is that the way in which it'll make my neighbors safer is that it makes it harder for me to legally purchase so many handguns that their combined weight cracks the crust of the earth beneath my house. See? Our lawmakers are protecting us ;]
